Chichester Board of Selectmen
SELECTMEN’S MINUTES
December 3, 2002



PRESENT:  Chairman Theodore Bailey, Selectman David Colbert, Selectman Richard DeBold, Heather Briggs and Judy Kenneally via telephone

OLD BUSINESS:

The minutes of November 26, 2002 were approved as written, signed and will be posted to our web page.

NEW BUSINESS:

Chairman Bailey called the Board Meeting to order at 7:00 PM.
Subject: Highway Department
HIGHLIGHTS:

Present: Mr. Jeffrey Jordan

Mr. Jordan attended meeting to see if the Board of Selectmen had any questions or concerns regarding the Highway Department.

Subject: Budget Committee
HIGHLIGHTS:

Present: Chairman Stephen MacCleery, John Martel, Walter Sanborn, Marie McKay, and coming in at 7:40 was Joanna McIntosh

The Board of Selectmen and the Budget Committee discussed ideas to a well thought-out process in the years to come.

Selectman DeBold stated that he would like the Board and the Budget Committee to be more structured.  An operating procedure will be drafted.

Mr. MacCleery would have preferred to meet with the Board of Selectmen prior to meeting with the individual departments.

Judy mentioned the she would like to see the Budget Committee meet on their own to discuss the proposed budgets before meeting with the Board or departments.

Mrs. MacKay and Selectman Colbert agreed that the Board of Selectmen and the Budget Committee should hear the proposed budgets by the departments at the same time to have basic questions answered to save time.

The Board of Selectmen and the Budget Committee will discuss this at another time due to the Police and Fire Department waiting to present their proposed budget for 2003.

Subject: Police Department
HIGHLIGHTS:

Present: Chief Patrick Clarke

The submitted 2003 budget was reviewed and discussed.

Subject: Fire Department
HIGHIGHTS:

Present: Chief John Prickett, Paul Sanborn, and Michael Paveglio

The submitted 2003 budget was reviewed and discussed.

Subject: Budget Committee
HIGHLIGHTS:

Chairman Bailey needed to excuse himself from the meeting at 9:00 PM.

The Board of Selectmen discussed with the Budget Committee the proposed 2003 budget.

After reviewing the budget at length, the Budget Committee would like to schedule a meeting with the Highway, Recreation, and Building Inspector.

Subject: Board Discussion
HIGHLIGHTS:

The Board discussed the ad for Administrative Office Assistant to be placed in the Concord Monitor to run Friday through Sunday this week.

The fire escape at the Historical Building was discussed.  Selectman Colbert will call Judy with the estimated cost to repair or replace.

Selectman DeBold agreed to give Judy a written report of why the Recreation Committee went over budget for the Town Report.

Selectman Colbert inquired about the letters to Vermette and Nolin.  Judy said that she would have them ready for next week.

Heather told the Board that Building Inspector David Paveglio spoke with Jennifer Yanizee who stated that she does not mind the department heads coming to 90 Suncook Valley Road to check on the correctional progress of Mr. Yanizee’s concerns.  Heather will continue to monitor and will report to Board any and all findings.

The Board reviewed Mr. Brandon Guida’s email regarding a Municipal Attorney.  The Board will take this information under advisement.

There being no further business the meeting was adjourned by Selectman Colbert at 10:55 PM.
